I don't think paper and citations in NIW are the most important thing. The most important thing for NIW is to link to national interest. For some majors, it is very easy to link to national interest, so they can be approved easily. For some other majors, like pure theroetical physics and mathematics, it is hard to link to national interest, therefore the standard may be higher.
