if your LC in Dallas Backlog center, they are now processing Oct/Nov 2003 LC case. they are processing RIR cases faster. I know my LC case (PD Sep 2002, approved in June 2005, received notice in Aug) was approved from this source.

if your LC in Philadelphia Backlog center, I have no idea. only know they prefer to process NON RIR cases faster than RIR case.
