If you don't want to go to Canada no matter what happens, applying for Canadian PR is just wasting time and money. Canadian PR can not freely come to US as you expected. Maybe you learnt these from some agent's ad but that is totally misleading. The only benefit for Canadian PR is that you may get multi-entry, long-term visa. I only say "may" because not everyone gets this kind of visa. On the other hand, applying for certain visas like H1b in China is not that difficult though.

If you decide either get US GC or go back to China, I would suggest you forget about Canada.

Having a Canadian PR for backup is good for those who don't want to go back to China, for those who don't want wait years for GC in US, or for those who want have more choice in North America. Generally, it's hard to find a job in Canada, but it still depending on your expertise and experience. I don't suggest IT related people to apply because Canada is over-saturated with IT guys.
