Let me make it clearer. If you apply under different catergory, e.g., EB-2 in CSC, EB-1 in TSC, that's okay. Still, you'd better withdraw one. But you can't apply the same, e.g., NIW in two different centers. If one center denies you, no matter if another center approves, you will be found out and denied. Why you take this risk? If you beleive 1416, than you can go ahead do it. My atterney told me "no". I withdrew the one with other center, and applied with TSC, and got aprroved in 40 days.
