Don`t know what happened to my case?

I have posted many times here about my RFE I-140 in NSC,
still no response from NSC, I submitted my case on July 2004, however, the processing time in NSC (just updated today) in January, 2005.
Really don`t know what happened?
Is it possible that they sometimes don`t send the denial information to the petitioner?
Does anybody has same experience that you never receive their notice?
