If nothing has changed about J1, should be fine.

I did it 3 years ago at CJ. I never applied for waiver. It was pretty smooth for me. Just was questioned why I want to change. I brought my I66 and I20, letter from my advisor, also financial supporting doc. My F1 visa has a note indicating that 2 year service applied from previous J1.
