If it's Fedex and tracking shown received by Sept 30, they shouldn't return it and you have a chance to get the decision reversed.
If it's delivered to P.O. Box (using postal mail) Sept 30 afternoon, it can be delayed and USCIS is justified to return it. That's why if you are on deadline when 1 or 2 days makes a differnce (such as I-94 expiring for COS application, or in this case PD retrogress,) you should use courier service and not postal express.
