This letter is submitted in support of the petition of XXX University to classify Dr. XXX, a Chinese national, as an H-1B non-immigrant of distinguished merit and ability, to serve as a Post Doctoral Fellow for our University on a temporary basis. The period of employment is three years. Dr. XXX currently holds an F-1 visa. He began his full-time work on XXX using his Optional Practical Training, which will expire on XXX.
The Petitioner
XXX University is the land-grant university for the XXX. XXX’s Department of XXX supports education, research, and public service in the agronomy and horticulture sciences.
Specifically, this position requires working in the XXXProgram. The Program is to develop XXX. The Program is collecting XXX data and developing the model. In addition, the Program is developing a method to estimate XXX in county and state scale from satellite radiance images. The Program is funded by grants from XXX. The research program is under the supervision of Professor XXX.
The Position Offered
The specialized nature for this Post Doctoral Fellow position necessitates a Ph.D degree related in XXX with computer knowledge. The position requires in-depth knowledge of XXX. Specialized experience in XXX experiments and modeling is needed. The person in this position needs to program XXX to collect weather data and make XX to measure XXX. According to the collected data, the person should develop, calibrate, and validate the XXX model. In addition, the person should have specialized XXX knowledge and programming skills to create a model to estimate the XXX. XXX experience is also needed because the XXX.
Dr. XXX’s responsibilities include XXX. He collects theXXX data to develop,
calibrate, and validate the XXX. These minimum requirements for the offered position clearly mark it as specialty occupation, one requiring a person of distinguished merit and ability.
The Beneficiary
Dr. XXX is well qualified for the position of Post Doctoral Fellow in the XXX Program. He has experience in XXX. He collected XXX from XXX to XXX, finishing a PhD Degree in the XXX Department at the University of XXX. He also earned a Master’s Degree in XXX at XXX in XXX. The copies of his MS and PhD, and the transcripts are attached. After his PhD program, he has worked on XXX collecting and modeling, and XXX. He is fully capable of being in charge of sophisticated modeling and experimental research work.
He also has hands-on experience. In his PhD program, He designed and built XXX instruments, and set up XXX which collected useful and accurate data for XXX. He created and built one XXX. He designed and built aXXX. He also created an easy way to obtained XXX at XXX.
Terms of Employment
We intend to employ Dr. XXX as a Post Doctoral Fellow for XXX years. He will be compensated at a salary of $XX,000 per year. No written contract has been entered with him. We understand the temporary scope of Dr. XXX’s employment and he has been informed of all the conditions of the employment relationship. Dr. XXX is currently employed in this position on his F-1 visa status using the Optional Practical Training. If the petition is approved, we would like to extend his employment under the H1-B visa, starting XXX.
