I know a new rule. I-140 must be field in 45 days after receiving LC approval. You got LC 3 yrs ago, I don't think it is valid anymore. Why didn't you submit I-140 at that time? As long as your company could provide the ability of paying your PWR after you get GC, it should be fine even your current salary is lower than PWR.
