I guess you have to catch 10/1 cut off, right? Then only put these 4 strong letters into your NIW package now and start asking for more indenpent letter later to prepare NSC's rfe -- may be not rfe but approval notice. Never put weak letter into NIW -- just try to make up the numbers, it only will hurt your case.
