Yes

It's very easy to get multiple-entry US visa for Canadian PR if the following conditions are met:
- have lived in Canada for more than 6 months
- have a job or study full time

It's much easier than those Chinese without Canadian PR.

Note you still need to make appointment for US visa application in Canada.
