You only need to submit the required initial evidence, forms and fees to be qualified for "received".
However, for I-140, "skeleton" preparation may lead to denial without RFE. And many I-140 now are processed within a few months, and if denied without RFE, your I-485/EAD/AP will all get denied and canceled (even if the dates on EAD/AP are valid, they are canceled).
