non-cap H1 to cap H1, 05 or 06

I am going to transfer from non-cap H1(university) to company H1.

It seems that the quote of that 20K for 2005 and 2006 (MS and Phd)are all available. I wondering which year I should apply?

Since it is H-1 transfer, do I have to wait H1 approval and then start to work? OR as long as company submitted the H1 petition, I could work?

As for the fee, it seems that the fee raised, the there is certain fee that has to be paid by the company, wondering what are they? Thanks!
