According to my attorney, the USCIS wants the original certification of PERM for GC purpose. That's the one with DOL seal on it. However, to catch up with the cut-off date, you may consider submitting the unofficial copy and wait for RFE later. This is only a suggestion. I personally haven't tried it. You may wanna check with your attorney. I don't guarantee it will work.
