Cutoff counts from the first date you file LC or I-140 (NIW). As your case, I supposed you are NIW, your PD is later than Cutoff date, you'd better to file I-485 before Oct 1 . Then you will be able to get EAD and AP . Otherwise, you can not file I-485 until the cutoff date moves forward to May...2005 ( your PD date)
