Not right, There is not a limit for asylum. However, only 10000 asylee can be adjusted to PR every year. This is the main reason that asylum adjustment is very slow. I heard there were about 400k labor cases in DOL about a year ago. With the backlog reduction effort in DOL, the pressure on visa number is terrible.
