Hi, here are my answers:
1. Yes, it's ok for you to go to Jackson MS no matter where you live. I live in Florida.
2. The national service center DID ask where I lived by inquiring the zip code. I then told her to find a place where i can do fingerprints ASAP. She then told me that Jackson could do it for me the next day. I then made an appointmet right away.
