Your conclusion is a misleading. You got your RFE because you did not convince the immigration officers that your work is under national interest.

If you did not submit the evidence such as those you listed in your post, you might have got your RFE requesting the evidence to establishe that how the national interest would be adversely affected if you were asked to go through LC.
