1. Anyone can apply for NIW, no job title required.
2. J1 must have certain financial support including living expenses and insurance, either paid by your J1 sponsor or your own government. Alternatively, you can also self-sponsor regarding to the financial issue. But you have to show strong evidence that these money does exist and can be used for this purpose. For some institutes, they will ask you to deposit enough money in their account before they issue DS-2019 to you.
