One of my friend just got J1 for his Postdoc position at US withoug Ph.D certificate. My friend did not defend for his Ph.D before his J1 interview. What you just need is a letter from your graduate school indicating that you finish all the requirements for your Ph.D program and are waiting for the final certificate.
