you are right, there are so many stories about shanghai consulate. the most obvious are that if your parent have legal extension of stay, then next time, most probably they will rejected of visa no matter what.

I just file my complaint to them last week waiting for response, i even call state department about my concern, but looks like they are in the same boat, definately, we need to let our voice be heard, my ask anybody with the same situation to fax them our complaints...
