All you need to (or can) do is to gather more reference letters, especially those from big names and governmental agencies (even retired/former personel count). Be sure to stress your achievements prior to your submittal (08/04). Of course, your continusing impact on others' research is also critical. This last point can be testifed by more citations and reprint requests.
