confused on form I-864

When submit I-485 based on NIW. It is said that I should file the form I-864 because I need financial support for myself. But,The sponsor of I-864 form should be U.S. citizen or Permanent resident. I feel really confused if I should fill out the form or not.
Any suggestions will be appreciate. Thank you!
