got the answer from the commissioners office today

thanks for everyone.
finally got thru the line of the commissioners office in HK. They said in the invitation for Z visa issued by the Chinese labor bureau, they will specify where you should apply for the visa. So it may be the chinese embassy in a foreign country, or the commissioners office in HK. I will wait and see.
