Income Tax is rather low in HK. For a family of four, the maxium tax is no more than 15% of the total household income.
When you say moving to HK, does it mean you or your spouse will get an employment-based visa to HK? If so, you will get HKID, pay local tax, and also get local service and benefits.
To my understanding, most of the local schools(elementry schools) use cantonese (they call it chinese), although there are lots of middle school using either english or cantonese.
Seems you plan to rent a place far from the downtown area. That will reduce your rent alot. 20K should well cover the housing related expenses, including rent, utility, cable TV.....; kids' tuition varies from around seval hundreds to more than 10k, depends on the school you choose; Tranpotation may cost 1-2k; You may need a maid, which will cost you 3.7k; Plus other odds-and-ends 5k, you may need 30k per month no including kids' education.
