No. you have to apply through SSA for Medicare as whole

If you apply SSB before 65, you will be auto enroll for both Part A and B, deducted through SSB;

If you apply Medicare without applying SSB, you get both Part A and B, but you have to pay Part B on your own;

If you continue work after 65, you have to apply Medicare at 65(Part A only), to preserve your no penalty status on Part B in the future.
