Can they reach an agreement?

1. they are going to talk;

2. Negotiation is alway giving and taking.  The goal is to reach a compromise, which is also  called the maximu common denoninator.

3. I would assume that both side are ready to give up some, in exchange of somthing else which they they feel is more important to them after calculation.  Otherwise they should not talk, just stick to their own asking price.

4. A total failure is not a rational, and political safe choice
