1099- NEC Questions.

Do I need to send the 1099 -NEC to Property Manager? I recieved the 1099 - MISC from his company. 

Also, based on your experience, how much should be for fix this issue?

"Primary bedroom: Toilet tank has a leak rendering it unusable. I anticipate that the flush valve assembly (overflow tube and flapper seat) is needing to be replaced to solve the issue. "
