老房子換 electric panel和attic裏的knob and tube wiring，必須要permit嗎？

新地主，買了一個老房子準備出租，需要做一些update： change electric panel, replace knob and tube wiring in the attic, replace frayed wiring above the meter, add grounding ( cold water bond), etc. 現在糾結要不要申請permit。如果申請permit, 花費翻倍，要上萬了, 遠超我的預算；如果不申請permit, 又怕萬一房子發生意外，保險公司會不賠。如果近十年不打算賣房，是不是可以不申請permit，找electrician做一下就行了？懇請老地主們給建議，非常感謝！
