Priority mail international tracking is not reliable.

I shipped an item to a buyer in Russia in Feb 8. One March 13, without any contact with me he filed claim with Paypal as item not received. I looked up the tracking and it stopped on Feb 24 as it was out Russian custom. He claimed the tracking did not show it was delivered. I filed inquiry with postal office and have not heard from them.

I had few other items even after the buyer posted feedback the tracking was not updated. Thankfully most ebay buyers are honest but I did got few claims recently.

I am new to ebay so please advise how to ship safely to internationally? Thanks!
