The canadian buyer refused package. What should I do?

I sold a jacket to a buyer in Canada. Unfortunately I shipped via UPS and later I learned they had high brokerage fees. I think that's the reason the buyer did not want the package anymore. I emailed the buyer and have not got any reply. I signed the paper at UPS store that I will pay return shipping and other fees etc. I was not aware the hidden brokerage fee the buyer has to pay. What should I do now? The jacket is only worth $60 and I paid $20 shipping. If the buyer ask for full refund, will Paypal agree? Thanks!
