Geneva Conventions DON"T APPLY to

From what I can dig up, unflagged vessels in international waters are *at least* extra-legal ( outside the law ). They have zero protection, hundreds of years of precedent being treated as pirates and other bad folk - and being removed from the gene pool on the spot.
