I only know, J1-visa used

to be sponsored by US Information Agency, now is sponored by other agency, state dept.?   But most J-1 hoders do not get money from the fed gov., instead the money is from school, ... even from his/her own instution. The "sponsorship" is just a visa category, less paper work.....of course subject to 2-year waive if the visa holder wants to say. So just wonder how they got the USAID grant.
