如果每個人的需求(demand) 可以量化，如果滿足了每個人的需求不需要全部人就業， 或者說滿足了每個人的需求，失業率仍高於正常的4% - 5%， 那應該如何解決失業問題呢？

If people's demand can be quantified; If enough supply can be provided to meet the request of the demand, but don't need full employment.Then how to solve the unemployment problem?
