It is not good that your Windows hangs often, and it says about the hardware problem -- but that does not mean (though does not exclude either) a problem is in the drive. It can be a problem with memory, and even with video card. That may be also that your computer is overheated (say, too many dust in the coolers and heatsinks).

Usually the files in these folders are the lost temporary files, which were created but could not be released because of Windows hang-up -- and the folders can be deleted with no harm.

But if there was a bad drive crash -- they can contain the files like documents etc. -- and in this case the content of these folders is extremely useful: otherwise all these files would be lost forever.
