CPU usage 100%. Help.

The Task Manager shows that the computer CPU usage is 100%. My laptop gets so slow and noisy. I used Norton and Ad-Aware to search for virus or spyware but they found none. I have no idea how CPU is used up like this. Can some experts here give me some clue?
