Well, I don't think you can insert an image into a cell in Excel. However if you want images to be locked at a certain position, you can use Sheet Protection funtion. Steps are: Goto TOOLS => Protection => Protect Sheet; Select which objective you want to be protected;then OK. Now the image just like embedded in the cell.
