you need to tackle the Vcore problem. Couple things you can do: update CMOS, mobo related dreivers and apps to make sure Vcore display correct; check Vcore in CMOS; check Vcore with Sandra. If they all show Vcore=2.5v, contact Asus to return/exchenge your mobo, before your CPU gets fried.
About the fan, the obe for Intel is powerful enough to cool the CPU, but Intel doesn't care about the noise. If you want to quiet down your PC, you need a more efficient heatsink and fan.
