what is 3721的網絡失明?

I am still confused. BMW325I mentioned in his post that we need to first uninstall 3721的網絡失明, then we can do other things under safe mode.Could anybody explain this(3721的網絡失明) for me? How can I uninstall it? Please give me some detailed instruction, since I am totally a layman in computer science. Thanks very much.
