How to 卸載3721的網絡失明?

Does anyone know how to uninstall 3721's 網絡失明? I found a fold named 3721 under my program files. Someone said that we need to first uninstall its 網絡失明. My question is what exactly 網絡失明 is and how I can find it and uninstall it? Thanks in advance.
