NTFS is better

why not NTFS, it is better. How about your old one? NTFS or FAT32?
Try this if no data on new HDD:
1. Delete both partition.
2. Go to XP --> control panel-->admin tool-->computer management-->storage
3. find the new hdd, partition it, then format it.
