go to the control panel->regional options,
on the general tab in the language setting for the system box, check the simplified chinese and traditional chinese check boxes; in the current user box, choose chinese(pcr) as your locale.

but your need the system CD to load some files, and go to some chinese website to download some fonts.
then enjoy chinese
