Changing setting in the control panel will only give you Chinese language input and display support. It will not change the windows interface from English to Chinese. If your parents need that you need to install MS MUI language pack (simplified Chinese) provided you have English version of Windows XP Pro (Home won't do). Otherwise you need to install Chinese version of Windows XP.
