for the best interest of your company (lowest cost and fastest setup - note time is money), do the following:

1. find a consultant. talk to him for 3 hours ($70-150 per hr) to find what needs to be done.

2. hire someone to do it. it may cost $5000 - $20000 but based on the questions you posted here I would say this actually saves your company money.
