I do not recommend setting IP yourself....

The OBi100's internet LED is flashing, which probably mean it is getting IP address from Verizon router --- you should be able to see all the devices connected to the Verizon router, by logging into the router.

My guess: your GMail account does not let your OBi100 login to the account.  You might want to login to the GMail that your Gooble Voice is linked to, and then log out, from a PC/Mac that is behind the Verizon router.  After that, try your luck on OBi100 again.
