So you do use a Dell power supply.

That power jack has 3 contacts. First is the bareel inside metal(19v) and the second is the bareel outside(gnd). The middle pin is the 3rd(power id 3.3v). If it short to 19V, your MB could be damaged by this you think is "good" power supply.

I think >90% your power supply 3rd pin is mail-function. Use other power supply(it should provide higher wattage) to try your new MB. Otherwise you are very likely to see another DOA MB.

That's why I suggest you to buy a new power supply before buy a new MB.
