We design communication IC, not CPU, but the difference shouldn't be too big. The dynamic power consumption is proportional to voltage square, leakage may be not depend on voltage too much. I lower core voltage from 1.42v to 1.2v, dynamic power consumption is cut by 28%. For a 70w (maximum) CPU, that's a lot.
