Intel said that new 3D 22nm can reduce another 50% power for the same speed.

This statement is only from 32nm to 3D 22nm. Now atom is from 45nm process. In a couple of years, INTEL atom will consume less power than ARM. No wonder ARMH CEO now has to say ARM chip will be very competitive(instead of ahead) to the INTELs.
