Can they come up their own flavor of Android ?

Can their apps be ported to Android. Worst scenario, say if their apps have to be in the Android kernel, can they modify the Android kernal to include their few important apps ? These days name is very important. These days name is very import. See both AT&T and T-Mobile call their 3.5G network 4G. Reality 4G should be LTE. Only verision just started doing deployment.
