All WiFi routers can be used as a access point by disabling DHCP server.

Port your phone # to Google Voice. Use ipkall with it for incoming calls.

For call-out, just try any one, all you can loose is $10 or so because you can change to another one anytime. If you use up the $10 and then switch, you have nothing to loose.
